CONFIRMATION OF THE MINUTES OF MEETING HELD ON 11 FEBRUARY 1997
The minutes of meeting held on 11 February 1997 were confirmed.

III QUESTIONS
(1) Ms. GRACE AU YUK-HAR asked the following question:-'Recently, in the discharge of their duties, some members of the Hawker Control Force under the Urban Services Department had confrontations with hawkers and sustained injuries. I would like to ask:
(a). In the past two years, what is the number of cases in which members of the Hawker Control Force were injured in the discharge of their duties? In which districts did those cases occur? How many members of the Hawker Control Force were involved? Did the confrontations lead to injury of any passers-by or hawkers at the scene?
(b) In planning its actions, what steps does the Hawker Control Force generally take to avoid possible confrontations with hawkers?
(c) Under what circumstances will the Hawker Control Force in the discharge of duties inform the Police or seek their assistance?
Mr. IP KWOK-CHUNG, CHAIRMAN OF THE MARKETS AND STREET TRADERS SELECT COMMITTEE, replied as follows (in Cantonese): --This three-part question concerns members of the Hawker Control Teams (HCT) of the Department who were recently involved in confrontations with hawkers and sustained injuries in the discharge of their duties.
The first part of the question enquires about the statistics relating to hawker confrontation cases in which HCT members had sustained injuries in the past two years.
Over the past two years, there were 119 hawker confrontation cases in the urban area which took place in 11 districts. As a result, 191 HCT members sustained injuries. Although the majority of these were relatively minor in nature, such as abrasive skin or bruises, they nevertheless clearly demonstrate that HCT staff continually face the risk of being intimidated or injured during their routine day-to-day operations. During these incidents, 14 hawkers and 1 passer-by claimed that they also suffered injuries and requested medical treatment.
