As Mr. LAL just said, Mr. PAO's amended motion is one of limitless enlargement and it should not be supported. My interpretation of the Chairman's words just now is that he is not saying we should have censorship. I hope the Chairman will clarify this later on. However, he blurred up things by muddling 'booking system' for venues as 'pre-censorship system' referred to by Ms. Ada WONG. Booking system is one to consider the provision of a venue and the suitability of arrangements in time or about financial loss etc. as put forth just now. Censorship is to do with content. Political or instigating content very often stirs up emotions. Sometimes when we watch touching film, we are all in floods of tears. What is considered of instigating nature must be clearly described. Even if you cannot do that, there is no need to lump together censorship and the booking system.
I want to reiterate here that we need a stable and peaceful development focus. We should say things substantially and we should be clear about the meaning of words. You can refer to censorship. Its meaning is clearly given in dictionaries. I have so spoken in support of the motion by Ms. Ada Wong.

First of all, I hope Mr. Pao does not mislead this Council and the general public. As to my raising this motion today, in fact matters of public concern have been raised at monthly meetings of this Council. Mr. PAO has asked me to take this to a Select Committee, but as I can see, many motions were first raised at monthly meetings. There is no need and there is no Standing Order that matters should first be raised at Select Committees. In any case, for topics that straddle several Select Committees, they have to be raised at monthly meetings or meetings of the Standing Committee of the Whole Council.
This topic under discussion certainly straddles the jurisdiction of several Select Committees. The main venues of the Council include the Hong Kong Stadium, Cultural Centre and the Hong Kong Coliseum. In other words, they are within the jurisdiction of three Select Committees. I hope Members will look at this topic in proper proportion. I certainly do not want to see harassing terms brought in during discussion such as conception. I find them uncalled for.
I think Mr. NG has spoken about the booking system mentioned by the Chairman. There is a scoring system in place to take into account financial income etc. It is a clear system and there is no need to discuss it. As for what to do when two organizers bid for the same slot to use a venue, we have a scoring
