That helps maintain good and effective management and that gives us laws to go by so that limited resources can be fully utilized for the protection of public interest. With social development, some terms and laws are outdated. That is why we need to conduct reviews and engineer amendments from time to time. Our aim is to perfect the system and avoid legal vacuums or grey areas so that unlawful elements will not have a chance to take advantage of them and harm public interest.
