In other words, it is not difficult at all to solicit support for a general principle. We have to get into the principle and what it means. That is the first point.
Secondly, I feel that there is an element of unfairness in her message. The message starts with 'Some Members of the Council have proposed to pre-censor activities and programmes organized by hirers of Council venues.....' It in fact targets at the Council because some Members have proposed the discussion. She is extremely righteous, she is making this known openly and she is asking for support.
I would like to say that the Council has never ever discussed the setting up of a 3-tier system. I just got to know that Ms. Jennifer Chow Kit-bing was raising this and that it would be discussed in the Select Committee. Mr Chairman. I find this inappropriate. Basically, for Council affairs, they should first of all be studied and discussed by relevant Select Committees. After the relevant Select Committee has made a decision, the matter will be discussed at the Standing Committee of the Whole Council. If the matter is still not resolved, we propose a motion to deal with it. In this case, there is as yet no conception. Some people say we may have conceived, but others want to kill the may-be conception. I think we are over exaggerating things and we are proceeding against the normal practice of the Council. I think it is unfair to kill discussion with a motion because one does not want a matter to be raised at a Select Committee for discussion.
Finally, Mr. Chairman, I notice from the 31 letters with signatures that one supporter whose name I prefer not to read out has put in a few lines. I wonder if Members have noticed it as well. Beneath the paragraph put in by Ms. WONG that I agree and support the motion by Ms. Ada Wong Ying-kay in opposing the devising of a pre-censorship system for activities and programmes organized by hirers of any Council venue', there is a paragraph put in by one supporter as follows:
'At the same time, I do not want to see on stage the use of foul language and unnecessary indecent exposure under the front of reflecting the truth."
That paragraph represents an individual's opinion. In other words, her supporters have their own opinions at the back. It is not that all 31 supporters see eye to eye with her. Then of course, her personal opinion is not necessarily the same as mine.
Mr. Chairman, I reiterate here that basically, our existing practice, stipulations and policy are effective and recognized as such. If not, Ms. WONG would not have agreed with the method raised by Mr. Wén, I ask for your support for my amended motion: 'RESOLVED that the Council reaffirm that bookings for activities and programmes organized by hirers of any Council
