opening up revenue sources and cutting expenditure' are the two legs of a prudent financial management. Mr. WU wants to sever one leg. As I see it, one can limb on one leg or with the help of a stick. Only it is a lot harder to walk this way. I feel that I would like to have two legs, one as 'keeping expenditure within the limit of revenue' and the other as 'opening up revenue sources and cutting expenditure'. I do well with both legs. I think that as a cautious Council, if we do not promote, insist and face the demands on our two legs, we are just adopting the attitude of an ostrich.
CHAIRMAN (in Cantonese):—Okay. The original mover has exercised his right of reply. We should now proceed to voting on the amended motion. Will the Secretary count the votes please? Those in favour of the amendment by Mr. Wu Chi-wai and seconded by Mr. KAM Nai-wai, please raise your hands.
The question was put.
The amended motion was defeated with 9 votes in favour, 14 votes against and 2 in abstention. (See annex C)
CHAIRMAN (in Cantonese):—I shall now put the original motion to a vote. Those in favour of the original motion, please raise your hands.
The question was put.
The original motion was carried with 18 votes in favour and 8 in abstention. (See annex D)
(3) (a) Ms. ADA WONG YING-KAY moved the following motion:-
RESOLVED that the Council reaffirm that it would not devise any pre-censorship system regarding the activities and programmes organised by hirers of any Council venue.
She said (in Cantonese):—Mr. Chairman, first of all, I would like to move the motion standing in my name.
In fact, I am glad to hear Mr. WEN's answer to Ms. Jennifer Chow's question. I find that he has confirmed a lot of points, especially in his first sentence which says 'For events provided by the Urban Council, it is not in a position to vet the contents of programmes staged by hirers.'
My motion today seeks to reaffirm that the Council will not devise any pre-censorship system regarding events organized by hirers. Mr. Chairman, I move this because there has been concern in the arts and cultural circles and there have been suggestions for the Council to devise a pre-censorship system or to classify stage performances.
