Mr. Chairman,
'Enriching City Life' is the slogan of our Council. The Kai Tak Airport will move to Chek Lap Kok next year. This offers us a golden opportunity to redevelop the old airport site. As Urban Councillors, we should be forward-looking and well-planned for the future. We should make proposals to the Planning Department and other government departments on how city life can be enriched. Therefore, I would like to put forward my following proposal on the redevelopment of Kai Tak Airport into a Harbour City,
(1) Increase Cultural and Entertainment Facilities
(A) A multi-functional stadium of international standard
Hong Kong is a well-developed city and tourism is an important smokeless industry to us. With a stadium of international standard, Hong Kong will be able to host large-scale international matches and sports competitions. This can on one hand attract foreign visitors and thus foster the development of tourism; on the other hand, it can also help to promote local sports. A stadium of international standard should have at least 60,000 seats, but the Hong Kong Stadium, which is the largest stadium in the territory, only has 40,000 seats. Moreover, it is too close to residential areas and is therefore not suitable for holding large-scale concerts because of the noise problem. The Kai Tak site is far away from residential areas and is facing the beautiful Victoria Harbour, it is therefore very suitable for the construction of a new stadium.
(B) A museum of aeronautic technology
The Hong Kong Kai Tak Airport is one of the few airports in the world that are located in the city centre. In planning and redeveloping the site, we should take into account that it was originally a focus point of Hong Kong's aeronautic technology. A museum of aeronautic technology constructed at the site can on one hand serve a commemorative purpose and introduce to the public the airport and aviation development of Hong Kong. On the other hand, as a Special Administrative Region of China, Hong Kong has the responsibility to promote China's advanced aerospace technology to overseas countries, and a museum of aeronautic technology can serve this purpose.
