to strengthen the training of team members in prosecution, raiding and handling physical confrontation so that they can have better co-ordination when organizing operations. This programme can boost team members' efficiency in law enforcement on one hand and minimize the nuisance of raiding to the public on the other. The review should also include decision of whether the Team's present equipment can meet actual operational requirements. For example, should we procure additional equipment like telecommunication devices and strengthen the training in the use of the various equipment so as to improve the Team's mobility in the deterrence of illegal hawking? If this programme can be implemented in the coming year, I believe it can help to enhance the efficiency of the Hawker Control Team.
((2) Response to other Councillors' Remarks
In the annual debate on Tuesday, Mr. Albert Lai Wing-lin pointed out that the Urban Council should have appointed members lest it should be reduced to a 'political arena'. I was shocked to hear this and would be less so if this was said by other Members. Now I want to cite three examples to support my view.
Firstly, I was driving one morning and listened to the radio programme "Teacup in the Storm'. It raised the question whether Councillor Mr. Mok Ying-fan had abusively used the Urban Council vehicle UC3. Mr. Tim S. Manuel Chan and Mr. Christopher Chung Shu-kun took part in the discussion, and later Mr. Albert Lai Wing-lin was also involved. The discussion was rather heated and it ended up that Mr. Albert Lai Wing-lin wanted to sue Mr. Tim S. Manuel Chan for defamation.
Secondly, Mr. Tim S. Manuel Chan was originally Chairman of the 'Working Party on Urban Council Allowances'. As the issue of meeting had led to unpleasant results, the matter was referred to the Standing Committee of the 'Whole Council for discussion, and this was held in a very unpleasant atmosphere. Mr. Albert Lai Wing-lin even stated outright that Mr. Tim S. Manuel Chan's way of handling affairs was questionable. Of course, I also agree that Mr. Tim S. Manuel Chan's handling of the case was questionable. Finally, Mr. Tim S. Manuel Chan was removed from office and Mr. Albert Lai Wing-lin became Chairman of the Working Party on Urban Council Allowances.
Thirdly, once the Standing Committee of the Whole Council discussed the 'Diaoyutai' exhibition. I missed the discussion as I left early for another meeting. I watched the related part of the news covered by TV and saw Mr. Albert Lai Wing-lin ordered twice by CUC to stop his speech. It was a rather unbearable situation.
Would these three examples coincide with the 'political arena' phenomenon mentioned by Mr. Albert Lai Wing-lin? This should be judged by the public.
I had seen a House of Commons debate when I was studying in Britain. The situation was very chaotic at that time and the Prime Minister Mrs. Margaret
