As a result, Britain started to 'reform' the original political structure vigorously, turning it from the administration-led system to the legislature-led system. This formed an important strategy of Britain prior to her evacuation from Hong Kong. Subsequently, the Preparatory Committee decided to set up the Provisional Legislature to fill the legal vacuum that may arise as a result of Britain's destructive destruction of the "through-train' arrangement.
The formation of the Provisional Legislature has disrupted the evacuation strategy of Britain. No wonder Britain regards the Provisional Legislature as a thorn in her flesh that must be removed. Now the Provisional Legislature is officially set up and becomes a political reality that cannot be reversed.
