consultation also forms an important means of getting to know the public's expectations of the future work of our Council.
The Working Group also took the initiative to set up a liaison group with the Hong Kong Sports Development Board. Meetings are held by the liaison group regularly so as to strengthen communication and cooperation between the Council and the Hong Kong Sports Development Board. I think that such net-work type and open-minded communication with the relevant bodies is worth pursuing.
The above instances show that the Urban Councillors do have the determination to promote the sports development in Hong Kong. What I have mentioned is only our work in the recreation aspect. Since the Council involves in a wide range of services including culture, entertainment and environmental health etc., I understand that our colleagues in the Urban Council as well as the staff of the Urban Services Department have shouldered heavy workloads in the past year in formulating the Five-Year Plans of the Select Committees. I would like to take this opportunity to extend my appreciation to all those involved and I hope that other colleagues can adopt such hard-working and improvement-seeking attitude which will then become part of the culture of the Urban Council and the Urban Services Department.
Next, I would like to talk about the problems of hawker control and market management because these 2 problems have all along been troubling the Urban Council and the number of complaints received by the Councillors has never dropped. Although some of these complaints concerned the policy of the Urban Council, e.g. market stall rental and itinerant hawker licence policy, quite a number of complaints were related to the effectiveness of management, monitoring system, staffing structure and manpower distribution of USD.
Since hawker control and market management are closely-related to the public's livelihood, I therefore hope that the Urban Council could allocate more resources and be more determined and perseverant in solving these problems, particularly in the areas of illegal hawking and the management of existing old markets. Some of the problems I just mentioned, in particular the effectiveness of management as well as the existing staffing structure and manpower distribution of USD, should also be reviewed as soon as possible.
Finally, looking back at the past year, there have been disputes both inside and outside the Urban Council. I hope that the Councillors would respect each other and adopt a practical attitude in discussing the various issues in future instead of assuming an opposing attitude towards each other or even using extravagant comments irresponsibly to out-stand oneself as so doing would damage the image of the Urban Council directly or indirectly.
