that children in need of care can stay there for a while. I am pleased to see that children playrooms have been provided in UC complexes completed in the recent years. However, I hope that the Department will arrange wide publicity for these children playrooms to attract the public to use these facilities and thus increase the usage rate. The Council can also provide more recreational and cultural facilities inside UC complexes so that members of the public can enjoy these basic municipal facilities. The provision of bowling facilities, dance practice rooms and study rooms etc. in UC Electric Road Complex is a good example.

As the Chairman of the Entertainment Select Committee, I hope the Council would make more effort in the provision of free entertainment programmes of greater variety and higher quality. In 1995/96, the Council had planned 240 free regular entertainment programmes for 9 urban districts. However, only 225 of them could be staged. The remaining 15 programmes had to be cancelled as a result of rainy weather. In view of this, I hope that apart from outdoor activities, more indoor venues should be explored in planning the programmes next year. We should organize more joint activities with the District Boards and other organisations which can offer great assistance in hiring venues and building audience. Besides, some outdoor venues can only be used in the daytime because of inadequate supply of electricity. I hope the Department would find some remedies for this, for instance, provide temporary electricity generator, negotiate with the electricity company to increase the electricity load or consider further renovating the venues. To cite two examples, the Hong Kong Coliseum and the Queen Elizabeth Stadium had been used for more than 10 years since their completion. It is hoped that the Department would consider renovating them by stages and increasing their facilities so that the public can enjoy better services. I hope that these new projects could be completed as soon as possible so as to provide more ideal municipal facilities to the hirers and the public.

Mr. Chairman, as the representative of the Eastern District Board, I am glad that the Department has already made a preliminary conceptual plan on the redevelopment of the Shau Kei Wan Market and the construction of UC Siu Sai Wan Complex since I made the proposals at the last annual debate. The Department is currently studying the proposal to build a new UC Shau Kei Wan Market at the Aldrich Bay Reclamation. According to the Outline Development Plan of Siu Sai Wan, a piece of land has already been earmarked for the building of an UC complex cum indoor recreation centre. I hope that these 2 projects would be carried out as soon as possible so as to provide the residents of the Eastern District with better municipal services.

As the sovereignty of Hong Kong will be reverted to our home country in slightly more than one hundred days, I look forward to seeing the Council providing more diversified municipal facilities to the public under the leadership of the Special Administrative Region Government. With these remarks, I support the motion.
