HONG KONG URBAN COUNCIL
337
Our existing library services continue to be popular and well-supported. A survey commissioned by the Council in June 1996 found that the respondents were highly satisfied with the overall library services as well as staff attitude and efficiency. Nevertheless, to further improve our library services, plans are in hand to open the small libraries during lunch hours and extend the libraries' opening hours to 5 pm on Sundays, and 7 pm on weekdays.
Other Municipal Services
Our other first-time services during the year include the following:
(a) holding for the first time in history a Hong Kong Literary Festival from 4-7 January 1997 on the theme of 'Hong Kong Literature in the past 50 years'; and
(b) holding, also for the first time in Hong Kong, a large-scale lotus flower show in conjunction with the Society of Horticulture, Hong Kong in July 1996, which attracted 124,000 spectators.
Before closing, I should return to my favourite subjects. Public toilets: 36 will be refurbished in 1996/97, bringing the total number refurbished since the introduction of the Public Toilet Refurbishment Programme in 1991 to 119. Waste reduction and disposal: in response to our repeated urges for the construction of hi-tech modern incinerators, the Government will commission a consultancy study on the feasibility and siting of modern incinerators.
Conclusion
The above-mentioned accomplishments would not have been possible without the invaluable contribution and co-ordinated efforts of our fellow Councillors and staff of the Department and the Council Secretariat. My sincere thanks go to you all.
Looking ahead, in the light of our past achievements, the Select Committees have formulated the Council's Statement of Aims for next year. I am confident that, with your unfailing support and hard work, we shall be able to meet our targets as set out in the 1997/98 Statement of Aims to better serve the public.
With these remarks, I propose adoption of the motion in my name. Thank you.
MR. IP Kwok-Chung, Vice-Chairman (in Cantonese):—Mr. Chairman, my speeches in the Annual Convention Debates in the past few years were divided into two parts, and I do not wish to make an exception for this year. As before, my speech comprises two parts. I shall first address major issues in Hong Kong and then discuss the work of the Urban Council.
Stepping into the New Milestone of 1997
The year 1997 is finally here.
