Mr. Chan Kwok-LEUNG (in Cantonese):—Mr. Chairman, I have follow-up questions. Siu Mei Lo Mei Shops and those selling raw meat must possess separate licences, namely Siu Mei Lo Mei Shop Licences and Fresh Provision Shop Licences. In actual fact, it is difficult to draw a line between the two kinds of shops because barbecued meat is made from raw meat. Obviously, some shops may put pig carcasses or intestines at the shop for roasting. There are shops that roast meat at the shop front. If customers ask for raw meat, raw meat may be sold at the price of raw meat. Under such circumstances, how can we close the loophole?
My second question is whether it is permitted under the existing legislation for Siu Mei Lo Mei Shops to roast pigs at their shop fronts?
Mr. JOSEPH CHAN YUEK-SUT (in Cantonese):—Mr. Chairman, we require standard furnaces for roasting pigs. If shops do so at their shop fronts, they contravene the law. On one hand, it is dangerous to do so. On the other, such activities cause obstruction on pavements. When such cases are discovered, we can inform Health Inspectors of the district so that they will give verbal warnings or take out prosecution.
IV MOTIONS
(1) MR. JOSEPH Chan Yuek-SUT, CHAIRMAN OF THE Public Health SELECT COMMITTEE, moved the following motion:-
'RESOLVED that the Food Business (Urban Council) (Amendment) (No. 4) Bylaw 1966 be made under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in Cantonese):-As Chairman of the Public Health Select Committee, I rise to move the motion standing in my name.
Under section 56 of the Public Health and Municipal Services Ordinance, Cap. 132, I now submit to this Council the Food Business (Urban Council) (Amendment) (No. 4) Bylaw 1966. If the amendment is passed, licence holders will be restricted from expanding their business area outside of the designated area in the layout plan approved under section 33 of the Bylaw and they will not be permitted to make any changes or additions to items specified in the approved layout plan under section 33 of the Bylaw. Contravention will be deemed an offence.
