In fact, the most important thing is hygiene education, education of the public and the operators. Traditionally, shops operators consider it good to display food items at prominent places on the pedestrian pavement so as to attract passers-by. They think that passers-by will not come in and buy if items are placed in containers. This is a wrong concept and we should do more on the education front. Hopefully, the situation will improve.
Members did go to other countries for study tours. Education is an emphasis in other places. People get educated on this and the job is done seriously. I have a photo here. I wonder if the Education Sub-committee of the Public Health Select Committee can do something to match. I think existing penalties in the law are not lenient and the demerit points system is quite harsh too. At the last meeting of the Select Committee, a Member cited a case of the deduction of three points within the same month leading to suspension of licence within a month. In fact, our demerit points system is flexible. One may have a certain number of points deducted within a month and then end up with the licence suspended. In fact, our system does carry the deterrent effect.
Mr. Chairman, other details such as how to step up, how to enforce can be discussed at the Public Health Select Committee for improvements. Mr. Chairman, I support the motion.
