to support sports through allocation of resources as well as to support Hong Kong athletes to attend international competitions and to do well. I hope that Ms. AU and the Working Group will continue to study this topic and implement relevant proposals. I am in support of the amendment proposed by Ms. Au. I would also like to say that the reason for my moving the motion is that we should remind ourselves of our role. If we return our commitment for the development of sports to the Central Government, we are in fact weakening the Council's role in the review of sports development.

My motion today is to make everyone understand that we need to conduct a full review and overall consultation regarding sports development, so as to be accountable to the public for the huge amount of public money we spent each year. I think the Central Government should be committed to the promotion of sports. I also support Ms. Au's amendment. With these remarks, Mr. Chairman, I so move.

Mr. Ronnie Wong Man-chiu (in Cantonese):—Mr. Chairman, I second the motion.

CHAIRMAN (in Cantonese):—Ms. Grace AU Yuk-har will move an amendment.

(3) (b) Ms. Grace Au YUK-HAR moved an amendment under Standing Order 21(13). The amended motion was as follows:—

*RESOLVED that the Council reconsider its role in sports development and the allocation of resources to the public for sports development at the elementary and intermediate level, and also urge the Central Government to undertake a greater role in sports development.'

She said (in Cantonese):—Mr. Chairman, Miss LEE Lai-shan and Mr. CHEUNG Wai-leung have made outstanding achievements at two Olympic events and Hong Kong people are able to share their glory. Other athletes were not as successful as these two in their performances, but their devotion to sports deserve our respect despite all sorts of external constraints. It is because of their sustained efforts that we have this discussion today.

The demand as stated in the original motion by Ms. Ada Wong is in fact what the Working Group on Drafting the Recreation Select Committee's Five-Year Plan is currently reviewing. Ms. WONG is also a member of the Working Group and she gave us a lot of valuable opinions at our meetings. If Ms. WONG has some new points to make at today's meeting, I am sure the Working Group will consider them actively.

As the request made in the original motion is something under active review by the Working Group, I don't think Members will raise any objection. Therefore, my speech today and the amendment I will move focuses on the point that, without the support of the Central Government, gold medals for
