The first part asks about the planning of Council facilities in the West Kowloon Reclamation Area and whether there will be serious delay in the completion of such facilities. The second part asks about the planning and development of Council facilities in the reclamation areas in Central/Wanchai and Kai Tak Airport.

I will answer part one of the question first. The reclamation in West Kowloon covers a large area from Mei Foo in the north to Tsim Sha Tsui South in the south. According to the preliminary information provided by the Planning Department, the reclamation area will have a population of around 100,000.

There will be both public and private housing developed by the Housing Department and private developers. The Urban Services Department will, basing on the timetable of land provision by the Government and the expected population intake of the neighbouring areas, actively pursue the scope of development for the reclaimed land reserved for the Council, including the 'Open Space' site for construction of a district park and sitting-out areas and also the 'Government site' for building facilities like indoor recreation centres. Council facilities expected to be completed in early 1999 or before are as follows:

(i) The interim landscape treatment in Nam Cheong Buffer Zone to be completed in June 1997;

(ii) The temporary development of Lai Chi Kok Park to be completed by the end of 1998; and

(iii) Stage 2 of Phase III of the Lai Chi Kok Park development to be completed in early 1999.

As for the housing development by private developers and the Housing Department, the Government will, in granting the land in the reclamation area, request the Housing Department and private developers to provide sitting-out facilities, markets and public health facilities such as public toilets and refuse collection points, etc. With regard to the public housing estate in Mong Kok West and Phase I of the private development at the Tai Kok Tsui Airport Railway Station, which are to be completed in 1999, the Government has asked the developer and the Housing Department to provide relevant
