Chairman (in Cantonese): First of all, I would like to thank Members for their valuable opinions. This is what I intend to do about the motion just carried. The motion contains policy proposals in different areas. The first element is to do with the control of itinerant hawkers. The second one concerns the formulation of a rental policy and the third one is the suspension of rental adjustment. As clearly pointed out by Mr. KAM Nai-wai, apart from rental, there are other factors for operation such as the privatization of market management to improve efficiency, the installation of air-conditioning facilities, improvements to the design and the operating conditions.
I hope the minutes will be referred to the Department and a paper on policy guidelines will be submitted to the Markets and Street Traders Select Committee for discussion.
The next motion will be moved by The Hon. Li Wah-ming.
(7) THE HON. LI WAH-MING moved the following motion:
'In view of the fact that there are many capital works projects under the Council, and that the works progress of some projects has been seriously delayed whilst several serious industrial accidents have occurred in the territory, RESOLVED that the Council should urge the Architectural Services Department to consider the setting up of a 'Works Performance Indicator for Contractors' and a 'Site Safety Indicator', and also to punish those contractors with unsatisfactory performance or a record of frequent industrial accidents by not appointing them or banning them from tendering, so as to improve the construction works supervision system and reduce the chances of industrial accidents.'
He said (in Cantonese): Mr. Chairman, the motion I am moving is in fact related to that moved by Miss Ada WONG Ying-kay.
Mr. Chairman, in a matter of one week after the new airport accident on June 6 in Gin Drinkers Bay, Kwai Chung, a series of industrial accidents occurred resulting in more than ten deaths. The alarm bell of industrial safety in Hong Kong has been sounded. The accidents took away the lives of many workers, broke their families apart and created one tragedy after another.
At the same time, the reputation of Hong Kong has been tarnished. The numbers of industrial accidents in recent years have been on the down trend,
