public, the USD and the ASD. In fact, I believe many Members remember that the Capital Works Select Committee did a lot last year when various projects were delayed. There was even a paper submitted to the Working Group on Capital Works Projects Procedures under the Capital Works Select Committee to study the construction period, charges and pricing of private contractors and contractors commissioned by the ASD. The Chairman of the Working Group, Mr. Daniel To Boon-man is not present here today, but I know that the Working Group has in fact started to review all issues mentioned by Members just now. Miss WONG has moved this motion well ahead of them and I am pretty sure it arose from the delay of the Jordan Valley Leisure Pool project. One of the points to be clarified is whether the ASD will reduce the 16% on-cost because of poor supervision. I think it takes time to negotiate and achievement cannot be expected immediately after this motion has been carried today. I am sure the Working Group under the Capital Works Select Committee will consider Members' opinions voiced today as well as the content of the motion. I hope that in the near future, problems faced by Members and the embarrassment of the Council will be resolved. I support the motion, Mr. Chairman.

THE HON. Fred Li Wah-ming (in Cantonese):—Mr. Chairman, I am not speaking on behalf of the Democratic Party. I have been following the Jordan Valley Leisure Pool case for several years. I can't wait to see the project completed. We went for a visit last Friday. I want to inform my colleagues here specifically that the ASD should be blamed for it. I will speak on Miss WONG's motion with the example of the Jordan Valley Leisure Pool.

Last Friday, I joined several colleagues for a visit to the Jordan Valley Pool site. We saw some stone pillars put up in the middle of the corridor and I asked the architect what they were. He said he did not know. After thinking over the matter, I thought they might be stools. He said they could be stools. I said something had to be wrong to install stools so high and several of them were already installed there. He said he had no idea why. I am citing this example because the stone pillars had to be pulled down before they could be re-installed properly. Work supervisors of the ASD were on site to oversee the project. They had very nice offices and there were site staff stationed at the site. I cannot understand how they could have tolerated such a mistake. Several concrete pillars, as stools and legs of tables, were installed there already. As a layman, I know nothing about works projects. I can't see why these professionals were so careless. Despite the Jordan Valley project had been blacklisted and the ASD had been specially alerted of our visit, the above situation still occurred. On the day of the visit, less than 10 workers were at the site. How were 10 workers able to construct a swimming pool?

On 15 May, the Working Group on Swimming Pools told us that the project should be completed in June or July, but shortly afterwards, we were told that the project had to be delayed from June to September and it would be handed
