To go further, I suggest to review our civic centres or entertainment halls in our Five Year Plans to see whether we should consider providing more venues for displaying works of art or historical relics in planning construction of 2 civic centres? Furthermore, if spaces are available in UC complexes, we can set up mini exhibition galleries for displaying our collections. I suggest that we display works of art and provide exhibition facilities for displaying cultural relics at suitable UC venues. By doing so, we can improve the display rates of the collections of our Museum of Art and Museum of History, as well as enhance the citizens' knowledge on the development of history, culture and art in Hong Kong. I hope fellow Members will support my motion. Thank you, Mr. Chairman.

MISS ADA WONG YING-KAY (in Cantonese): Mr. Chairman, I second the motion,

THE HONOURABLE MOK YING-FAN (in Cantonese): First of all, I thank Miss Ada WONG for agreeing to advance this motion before hers. Today, Mr. Lam Man-fai and myself have to attend the meeting of Wong Tai Sin District Board concerning the change of venue for the Lunar New Year Fair.

Mr. Chairman, I second Mr. LAM's motion. The topic of my speech today is 'Enhancement of appreciation and enrichment of cultural qualities'.

At present, the Urban Council manages four main types of art and cultural facilities, namely the Space Museum, the Science Museum, the Museum of History and the Museum of Art. Out of the total number of visitors to these venues in 94/95, the Space Museum attracted the largest percentage at nearly 39%, with the Museum of History at the lowest rate of 16% and the Museum of Art only at 22%. Personally, I believe that many citizens have never visited any museum and do not even know of their locations. Our art collections seem only to attract the interest of the minority. We have good venues for exhibitions and we have space to keep tens of thousands of works of art and cultural relics. However, we should also consider ways to enhance public appreciation of works of art as well as to popularize art. The number of items put on display in various museums is limited. Rather than keeping these works of art in the dark room, we may as well put them on display at venues managed by the Urban Council so that more members of the public can get to see and appreciate them.

The current acquisition policy of the Museum of Art accords priority to the works of local artists. If we are restricted by time or space to put these items on display, I think we are wasting the creative works of our artists. Since we have a large number of parks or venues for cultural performances, there must be some suitable venues to be used for the display of sculptures, artwork, wood carvings or ceramics. In this way, the public will have the opportunity to appreciate the creations of our local artists and their interest in art will be cultivated. Besides displaying works of art, we can also consider organizing
