(1) MISS ADA WONG YING-KAY asked the following question (in Cantonese): The two Municipal Councils often jointly provide some centralized health services, or manage certain facilities, organize territory-wide projects and programmes, but it is noted that the proportion of cost shared by the two Councils is often different, I would like to ask:

(i) On what principles did the two Councils decide their respective shares of expenditure for the jointly sponsored/organized projects?

(ii) If these principles consist of some variable factors (e.g. population proportion), is the ratio of expenditure shared by the two Councils for the long-term annual projects, e.g. 'Keep Hong Kong Clean Campaign', reviewed every few years?

(iii) Please list out the ratio of expenditure to be contributed by the two Councils and (if applicable) a comparison of the apportioned amounts over the last 5 years in respect of the following projects. Please also explain based on what principles and criteria the ratio was decided: (a) Hygiene Division under the Department of Health (b) Music Office (c) Keep Hong Kong Clean Campaign (d) Flower Show (e) Sponsoring local sports associations (f) Organizing joint cultural programmes

(iv) Apart from the above projects/services, under what circumstances do the two Councils have to share expenditure and in what ratio?

(v) Does this Council have any plans or timetable to review the above-mentioned arrangements?
