MR. STANLEY NG WING-FAI (in Cantonese):- Thank you, Mr. Chairman. First of all, Mr. Albert LAI Wing-lin talked about the arrangement for black spots of Hawker Permitted Area. Our understanding is that the USD do have special cleansing arrangement for these black spots, which is to wash them every day after the respective hawker permitted areas have closed business. Ms. Jennifer Chow Kit-bing suggested that pilot schemes should be adopted. I support her suggestion because, whenever we are going to implement any large-scale project, we should test its effectiveness beforehand. Mr. Daniel To Boon-man said that street-washing alone could not tackle the problem. This is true. Actually, consumers, vehicle users and the public should co-operate in solving the problem of dust.
As for technical matters, including the definition of highly polluted streets, the EPD should give us suggestions, especially on whether and which kind of new machines should be used - heavy-duty street-washing vehicles, or small street-washing vehicles, or the ones with high pressure water jets or whether the service should be contracted out. I think that if the motion is carried, the USD should go into detailed discussion and then submit proposals for the Council's consideration. So, I again thank the Members in support of the motion. I hope that you will also support the motion, so that we can unite together to fight against the 'number one enemy of clean air'.

(5) Ms. JENNIFER CHOW KIT-BING moved the following motion:-
'In view of the increasing popularity and number of retail outlets for the sale of raw fish products, and the potential health risk of mishandling this category of food, especially in summer months, RESOLVED that the Council and relevant departments should urgently formulate and implement effective control measures, both long term and short term, to enhance public health education and to monitor the hygiene standards in the preparation, transport and sale of raw fish products.'
She said (in Cantonese):- Mr. Chairman, in the Annual Convention Debate of 1996, I gave a speech on 'Everybody Eats at Ease', referring to the problems arising from consumption of sushi and sashimi. I suggested that the Government should strengthen the monitoring of the sale of these food products so as to ensure that consumers could consume these food with their mind at ease.
