Air around it will be drawn inside but odour will not spread outside the structure. Regarding the transport route, there is a rail for direct access of livestock cargo from China. Therefore, the Council should solve the problems in macro terms. It is unnecessary to revise specific details as Mr. CHAN Kwok-leung did, as this will make people feel doubtful why the issue of transport is emphasised. Are other issues less important? Mr. Wong KwOK-HING (in Cantonese):-I believe that all Councillors have a common wish that Legco will give early funding approval and the Government will speedily construct a new modern abattoir in Sheung Shui so as to solve the nuisances caused to residents nearby the Kennedy Town Abattoir, the Cheung Sha Wan Abattoir, the Yuen Long Slaughterhouse and the Ma Tau Kok Quarantine Station.

As for the analysis of the amended motion, I did foresee the speech likely to be made by the Member proposing the amendment and hence presented a forward-looking analysis, in my speech. So I will not repeat myself concerning its irrational and unscientific aspects.

I must make it clear that the original motion is meant to express the common wish of all Urban Councillors. Certainly, it does not represent the interest of a particular party or a particular district. It is in the interest of all the residents.
