with livestock gravely affects the citizens along their routes. As the Urban Councillor of the Western District, I submitted a discussion paper at a meeting of the Central and Western District Board last year after I had received numerous complaints from local residents in this regard. The paper called for the alleviation of the pollution problems. In fact, the pollution problems affect a vast area and the whole district is affected. Here are some figures: there are 41 such wagons coming from Ho Man Tin and Man Kam To daily; a total of 1,850 pigs and 56 cows are transported to the Kennedy Town Abattoir daily. These figures reveal the seriousness of pollution in the streets of Western District.
There is no provision in the existing Air Pollution Control Ordinance concerning pollution caused by foul smell emitted from vehicles. Moreover, neither the Agriculture and Fisheries Department nor the USD has taken any positive measures to require contractors to transport livestock by sea. In view of this, I have to put forward the amended motion, demanding various government departments to jointly solve the pollution problems brought by wagons loaded with livestock. I, on behalf of the residents of Western District earnestly request Members to forsake prejudice amongst political parties. I apologise for changing the original motion by proposing the amended one in terms of, as mentioned by Mr. WONG Kwok-hing, its extensiveness, grammatical structure and contextual unity. I hope that everybody will take into account the fact that Western District residents have for years been suffering the foul smell emitted from wagons loaded with livestock. I hope that Members will consider their circumstances and support my amended motion. Mr. Chairman, I so move and put forward my amended motion.

MR. ALBERT LAI Wing-lin (in Cantonese):—Mr. Chairman, Mr. WONG's motion mainly urges the Legislative Council to give early funding approval for the construction of a new modern abattoir. Besides, it also urges the USD to adopt mitigation measures before the construction is completed. Mr. Chan Kwok-leung's amended motion has basically digressed from the subject because wagons loaded with livestock are not supervised by the USD. The matter on whether foul smell emitted from the wagons should be handled by the Transport Department or the EPD is actually another subject, which is inappropriate for mention in the motion.
The construction of a new modern abattoir is merely awaiting the green light. The various problems mentioned by Mr. WONG Kwok-hing will be readily solved when the construction is completed. The public do not wish to
