MR. JOSEPH Lai Chi-Keong on behalf of Mr. CHAN CHOI-HI (in Cantonese):- Children are the masters of our future. The cultivation of children's potentials is a responsibility of a responsible society. As a promoter of culture and art, the Urban Council cannot shirk this responsibility. In order to attain the purpose of this motion, the Democratic Party would like to respond with 8 suggestions, as follows:

1. A Children's Art Festival with emphasis on performance and participation should be organized. The 2 major Summer activities held each Summer by the Urban Council should be combined into one grand Art Festival for children and 'by children'. Preparations should be completed 1 or 2 weeks before the Summer holidays begin so that bookings may be made for events to be held in June and schools and other organizations may be able to participate.

2. Full use of resources. Flexible use should be made of our libraries, activity rooms at sports grounds, sports rooms and dance rooms. The art planning pattern of individual districts should be followed when independent persons and groups are invited to participate in the design of activities to promote art and craft, dance, music, drama, puppet shows etc.

3. Provision of children's art study scholarships. We should adopt the pattern of the Asiatic Cultural Society and take the initiative to seek sponsors from the industrial and commercial sectors for local young artists to go overseas for study trips of 3 months to 1 year.

4. School promotion exercise. This exercise must be well planned so as to promote in schools via the Hong Kong Repertoire Theatre, Hong Kong Dance Company and Hong Kong Chinese Orchestra.

5. Overall half-fare concessions. Programmes sponsored by the Urban Council should be offered to full-time students at half-fare with no upper limit.

6. Children's culture and art seminars. The Urban Council should hold seminars during the Children's Art Festival for interested persons to exchange views and experience.

7. We would like to see the setting-up of children's mini theatres of participative nature. In addition to resources, venues should be provided for conversion into highly flexible mini theatres for an audience of 150 to 200. For example, the lecture hall in the Sheung Wan Civic Centre, the exhibition hall in Ngau Chi Wan Civic Centre and the cultural halls in Sai Wan Ho Civic Centre are good choices.
