Many voluntary organizations are interested in holding more activity and interest classes for housewives and the elderly. They can do so during off-peak hours. If we can provide venues free of charge, I am sure many more such organizations will be encouraged to do so; and I also feel that offering venues free of charge to organizations for disabled or retarded persons so that more activities can be organized for them will encourage them to integrate into society. I have a suggestion in this respect. When considering the proposal, the Department can give priority to implementing a pilot scheme whereby open days are scheduled at individual halls one day per week and free use of facilities is allowed. The experience can be taken as a reference for opening up other halls during off-peak hours. In that way, we will be able to come up with criteria for the approval of applications to use our venues. It is something to consider.
In fact, concerning the issue of low usage rate of venues, the Leisure Services Branch of USD can further liaise and promote in districts as well as seek the opinions of district bodies to encourage them to use venues more frequently. This will attain the aim of putting district resources to good use. I support the motion.

(9) Ms. GRACE AU Yuk-har moved the following motion:—
RESOLVED that this Council should consider examining various measures to encourage art groups to organize cultural and arts activities for children with a view to developing their interests and potentials in these areas.'
She said (in Cantonese): Mr. Chairman, one of the duties of the Urban Council is to promote cultural activities. We are all aware of the achievements in this respect in past years. We have a number of performance venues and we have 3 performing companies providing service to the public. However, the performing companies mostly target at adults and we have relatively fewer programmes for children. The Council does organize children's programmes regularly to promote the physical and mental health of children. For example, the aim of holding the well-known International Fun Festivals during the Summer vacation is to promote cultural education through fun and variety. The performances are diversified, including plays, mimes, puppet shows and children's drama.
