He said (in Cantonese):-My motion today reads:

'Since many paths in the urban and suburban areas are popular places for morning walk, however, the facilities therein are generally worn out due to lack of management and resources, RESOLVED that the Council should consider establishing an Urban Council Morning Trail, exploring new trails and providing facilities and management for existing morning trails in order to promote morning exercises.'

Taking a walk in the morning is a good and healthy exercise. Every morning when most of you are still sound asleep, many citizens gather in small groups in the parks for jogging or Chinese boxing. The morning air in our parks is fresh. Having a chat with friends when doing exercise in our parks in the morning is indeed pleasurable and good for health. Other than parks, there are many popular spots for doing morning exercises in the urban area. Some hillside trails for such activities are in a dilapidated state or simply lack facilities, to the inconvenience of our morning walkers.

I understand that the Urban Council used to have reserves for District Boards in the urban area to apply for minor capital works projects, and the Boards sometimes made use of the money to repair facilities for morning walkers such as trails and rainshelters in the Southern District or the rainshelter at Lung Fu Shan in the Central. However, such facilities are often left unattended after repairs works have been completed.

I have referred to the inconvenience caused to morning walkers, but most important of all, facilities for morning walkers such as toilets are not the responsibility of District Boards. Starting from this year, the Council will not approve sums for District Boards to undertake such projects. The Democratic Party wants the Council to face up to social need and encourage morning exercises as healthy activities. The Council should explore the feasibility of opening up hillside trails in the urban area as morning trails. Morning trails of the Council should be set up by stage in various districts. Maybe we can make reference to the experience of the Agriculture & Fisheries Department in providing hiking and family trails when we design facilities in morning trails. We can consider paving road surfaces, constructing steps, providing hand rails or fences at dangerous spots, building or repairing rainshelters, putting in benches, putting up signs to indicate the ingress and egress, as well as providing simple exercise bars. Maybe people can do shadow boxing there. Of course, the most important thing is to provide toilets along morning trails for the convenience of morning walkers. We should consider putting in other emergency facilities such as telephones for morning walkers to seek help. Last but not least, the management and maintenance of facilities at such morning trails should be taken up by USD's Recreation and Amenities Section.
