## CONFIRMATION OF THE MINUTES of MEETING HELD ON 9 MAY 1995

The minutes of meetings held on 9 May 1995 were confirmed.

## QUESTIONS

(1) MR. DANIEL TO BOON-MAN asked the following question (in Cantonese):- During weekends and holidays, some youngsters have been found at passageways outside the Cultural Centre in Tsimshatsui at night engaging in indecent acts (as reported in an article in Sing Tao Daily dated 26 April). What measures will the Department take to deal with such an unhealthy trend? Can more staff be deployed by the Department to patrol the area and the illumination of dark corners in the area improved?

MR. PAO PING-WING, Chairman of THE CULTURE Select Committee, replied as follows (in Cantonese):- Mr. Chairman, this question concerns the night-time security of the outdoor areas of the Hong Kong Cultural Centre (HKCC).

After the completion of the reply as tabled before Members, there are some latest developments. The Police have already informed us that the indecent act referred to by Mr. To Boon-man's question did not take place at the Cultural Centre's area. So the question raised by Mr. To actually has nothing to do with the Cultural Centre itself. But to respect Mr. To, I would still inform him of the security measures taken in the Cultural Centre.

The outdoor areas of the HKCC are open to the public at all times. The enforcement of law and order in the outdoor areas at night especially after the closing hours of the HKCC is taken care of by the Police. There is in fact a Neighbourhood Police Office in the Cultural Centre Piazza near the Clock Tower, which is operated round the clock. The Tsim Sha Tsui Police has assured the Department that adequate policing would be provided to the HKCC outdoor areas by means of routine patrolling throughout the day, intensive patrolling between 11.30 p.m. and 7.00 a.m., occasional patrolling by police guard dogs and special crime sweeping operations at regular intervals. Upon the Department's request, an attendance book has been placed at the
