The setting up of the Working Party to examine the problem does not mean that we cannot express our strong dissatisfaction towards Government departments concerned at today's meeting. So Members should consider this issue very carefully. Apart from having other motives which Members do not want to express very clearly, I see no reason why we have to support the procedural motion, unless you disagree with Mr. NG in expressing regret towards the Department, you should support Mr. NG's motion and you should not support the procedural motion. We hope that in future Government's departments in dealing with similar issues can fully consider the views of Members of the Urban Council and also the views of the residents. The Departments should proceed with their planning more carefully. These are the objectives of the motion. I hope Members can critically face the problem and support the motion.
MR. AMBROSE CHEUNG (in Cantonese):-Mr. Chairman. Now on the procedural matter I would comply with the decision by the Chairman as well as the practice adopted in the past. I have no objection whatsoever against those. I have no strong feeling against the spirit and content of the motion moved by Mr. Stanley NG. After listening to what many Members have said, I feel stronger that it does not really matter whether my motion is carried or not. I move this procedural motion not because I have some other motives, and neither is it because there are some sensitive issues at stake. Some members have rightly pointed out that Mr. Stanley NG's motion is trying to make a conclusion on the matter. When we try to draw a conclusion on the matter it means that we have already found out the truth. We would like to have a very deep understanding on the issue, and lay the blame on a certain responsible party. and I share the views of residents in the Lai Chi Kok and Sham Shui Po Districts and I have very strong feeling about this matter. I still insist that we should do the right thing at the right time. That is why I suggested that the matter be referred to the relevant Working Party to gather more information from relevant Government departments and to examine whether there is a waste of public money and time and which Government departments should be held responsible. We should probe into the matter and get a better understanding before we make a conclusion. So basically, my procedural motion is to enable Members to have a balanced view and to debate on the matter at an appropriate time, instead of jumping to a hasty conclusion.
MR. LAI HOK-LIM (in Cantonese):-I think Mr. CHEUNG has expressed his personal views instead of speaking on the procedural motion.

I would like to stop all Members from speaking now, and put the matter to a vote since we already have a mover and a seconder.
