If the motion is carried, I hope that the USD can increase its manpower resources in dealing with the hawker problem, according to the nature of different types of unlicensed hawkers. I hope this motion can be carried.

(6) MR. STANLEY NG WING-FAI, moved the following motion:—
**RESOLVED** that since the Government's plan to align the Western Corridor Railway through the site of Lai Chi Kok Park has seriously affected Council's plans on providing a public park there and will lead to public funds being wasted on construction works already started and other work done on design, planning and tendering, this Council expresses regret and strong discontent over the issue and urges Government departments concerned to consult the Council and provide adequate information on all aspects of construction work affecting the Council as soon as possible.'
He said (in Cantonese):- Thank you Mr. Chairman. In accordance with the Standing Orders I will try to be as brief as possible in moving this motion. As regards the Lai Chi Kok Park incident, the Park is affected as a result of the alignment of the Western Corridor Railways. It will affect the planning and development of the Park. It has also affected work done on design, planning and tendering etc. There has been a waste of public funds and also a waste of time. I do not think that I need to go into details of the Lai Chi Kok Park, because the Council has already set up a Working Party to follow up on this issue. I would like to look forward and advance three reasons for moving the motion. If one looks further from Sham Shui Po, you can see the Yau Tsim Mong district. On 27 April 1995 over 100 capital work projects were put forward to the Yau Tsim Mong District Board. We found that among other things apart from some UC park projects, most of them have commencement and completion dates. I would like to cite the Cherry Street Park in Tai Kok Tsui. Actually the railway will be passing through the south and the reclaimed site of the Park. For the Tai Kok Tsui Cherry Street Park and other parks, there are no commencement and completion dates. When the District Board discussed the issue, there were a very small number of projects which did not have the commencement and completion dates. So the Lai Chi Kok Park problem is not just confined to Lai Chi Kok and it also affects other districts. Secondly, despite the fact that we have formed a working party to deal with the
