(4) We should make it our target to make the best use of our facilities and provide a wider variety of recreation and sports activities as far as possible.

(5) In respect of education and promotion, we should promote recreation and sports activities, arouse people's interest in recreation and sports activities, and improve the standard of our coaches by providing better training to them, including the coaches for the disabled athletes. We should also promote exchange of experience among local recreation and sports organizations and with overseas institutions. Local non-governmental organizations should be encouraged to organize more recreation and sports activities at district level so as to increase public participation.

Therefore, I am very much in support of Mr. CHAN's motion. With these remarks, I support the motion.

MR. DANIEL TO BOON-MAN (in Cantonese): Mr. Chairman, since some of my points have already been raised by at least 2 Members, I will briefly go over them to save time. When we decided on the directions and objectives of our policy on sports, we have adopted new management concepts because if these policies are formulated without practical research and reference to actual needs, we are merely providing the hardware and venues as what we did in the past. However, we have done so in the past does not mean that we will do the same in future. Thus, regarding Mr. CHAN's motion, especially concerning the use of venues, analysis of population structure in local communities and on training programme planning with reference to actual needs, there should be new strategies and should be planned on the basis of actual needs.

I do not intend to go through the details now, but I would like to mention that I hope the future policy should take into account the needs of the minorities, i.e., the disabled and other minorities in the society. The overall policy should take care of their problems, especially on the use of venues by the blind. The Department should exercise greater flexibility on formulation and implementation of policies, e.g. special arrangement should be made at the swimming pools in future. If we can take care of the needs of the public even in such minor details, then there will be new scopes of development for our recreation and sports policy both at the macro level and the micro level. Mr. Chairman, with these remarks, I support the motion.
