I think that in modern management, especially in marketing, the provision of UC services should be based on the users' needs. Hence, as a sensible and forward looking way to handle the problem, we should conduct systematic surveys in future to find out the actual needs of the public before formulating the policies. In short, this is a good idea and we should continue to support it, thank you.

'RESOLVED that the Urban Council should draw up aims, roles and policies for the development of recreation and sports, carefully consider the allocation of resources for the development of recreation and sports with regard to the needs of the society and formulate a Council's 'Five Year Plan for Development of Recreation and Sports'.

He said (in Cantonese):-Mr. Chairman, as regards the motion I move today, maybe some Members will ask: we already have a Five Year Plan regarding our facilities, do we still need a Five-Year Plan for the development of recreation and sports?

Firstly, I will briefly describe the present situation. The Leisure Services Branch of the USD consists of the Leisure Management Division and the
