As regards the constraints imposed by the Central Government on the allocation of funds to the Department of Health, which in turn affects the provision of services by the Urban Council to a certain extent, I think this should first be discussed in detail at meetings of the Public Health Select Committee before being brought to the Central Government. This is a very important issue, can we follow up later?

My questions are: will the Council consider reviewing shortly the working relationship between the 2 Councils and 3 Departments? Besides, regarding the question raised by The Hon. Li Wah-ming just now concerning the allocation of funds by the Central Government, I would like to ask whether we will review the situation shortly so as to protect the interest of the public. I think that, apart from contingency matters, the 2 Councils and 3 Departments can also co-operate in many areas in everyday operations. So I think we should conduct a comprehensive review at both the central and the district levels.

It was mentioned that the funding covers staff salaries and just now the Chairman said that staff training is also provided by the Council. I would like to ask, does the amount of $50 million mentioned in the reply cover all the expenses on training of Health Inspectors?
MR. JOSEPH CHAN YUEK-SUT (in Cantonese):—Mr. Chairman, I don't have the breakdown of this item on hand. Nevertheless, the Department of Health has taken up duties in five major areas, including:
(1) control of food imports and exports and food imports and exports licensing.
