Concerning cultural services and entertainment:

(b) upon the completion of library computer services in 1995, the public can borrow from and return library books to any UC public library with the computerised borrowers' card;

(c) museum services were augmented with the opening of the KS Lo Gallery, a new two-storey extension to the Flagstaff House Museum of Tea Ware;

(d) the Finance Committee of LEGCO has approved the funding for the construction of the permanent Museum of History and piling work has begun in October 1995;

(e) in August 1995, the Urban Council and Regional Council have smoothly taken over the work of the Music Office from the Government and a Joint Municipal Council's Management Committee with Councillors representing both Councils was established to oversee the operation of the Music Office.

Capital Works

Finally, on the Council's capital works, 20 projects were completed during the year and 28 new projects are under construction, including the Health Education Centre in Kowloon Park which started construction in September 1995.

5-Year Plan

In addition to all these achievements, the Council has also set up a Working Group to formulate a 5-Year Plan to review the Council's policies and activities in respect of its diverse areas of work. The Plan, expected to be finalised by November 1996, will provide the Council with penetrating and in-depth insight into the way forward well into the next century.
