at the Urban Council Annual Conventional Debate on Thursday, 11 January 1996

Mr. Chairman, The Urban Council Annual Conventional Debate provides an opportunity for the Councillors to speak out freely, to assess the Council's performance in the previous year and to voice what they expect of the Council in the following year.

As a Member representing the Eastern District Board, I naturally hope that the district will be provided with proper UC facilities and that the environmental hygiene problems in the district will be addressed immediately. This is quite understandable. Monitoring the municipal services in his district, reflecting to the Council the views of local residents and the District Board that he represents and requesting the Council to provide and improve services are the duties of a Representative Member.

Since Eastern District is densely populated, its demand for UC facilities has naturally risen. I hope that major projects under construction, e.g. the Siu Sai Wan Sports Ground, can be completed as scheduled under close supervision by the Department. Besides, I would like to request that the Department hold regular meetings with other Government Departments concerned to discuss the work relating to such approved projects as the construction of the Film Archive and Leisure Centre on Sai Wan Ho Reclamation, improvement to Victoria Park and the construction of the UC Chai Wan Complex. If necessary, an inter-departmental working group should be set up to ensure that the projects can be carried out as scheduled, with full co-operation among the parties concerned so as to avoid unnecessary delay. The repeated slippages in the construction of the UC Chai Wan Complex is a very good example. Residents of Shau Kei Wan and Siu Sai Wan have longed for a UC Complex in their own districts so that their shopping needs can be met and the environmental hygiene problems caused by hawking activities in the districts can be improved. I hope, therefore, that the Council will actively consider redeveloping Shau Kei Wan Market and building an UC Complex in Siu Sai Wan. The provision of proper market facilities will make shopping more convenient for the residents. They will patronize on-street hawkers less, and this will indirectly lighten the workload of Departmental staff in hawker control.

The Urban Council is closely related with the daily life of the public. There is a direct and important relationship between the Council's services and the public in a broad spectrum of matters ranging from personal food hygiene to leisure activities. This reminds me of the enforcement work of the Urban Services Department. From time to time we can read in the newspapers or on TV reports about municipal matters, such as the Hawker Control Team's failure to control on-street hawking effectively, the smuggling of meat into Hong Kong, the import of contaminated
