insights and personalities are valuable resources of the Council. However, since they bear the burden of representing different political parties, they have no choice but to follow their respective party lines in certain issues, thereby resulting in dissension within the Council on many occasions. In fact, different political views can be accommodated, and it will be good enough for us not to squeeze out and trample on each other. If there are frequent conflicts, they may do harm to our relationship and lead to suspicion. I hope that improvements can be made in this aspect in 1996. Besides, I appreciate the efforts made by Chairman in this aspect, and look forward to better results.
Now, I would like to make five forward-looking proposals, as follows:
Firstly, it has been a long time since the proposal of refuse segregation and recycling was approved by the Council last year. I would like to take this opportunity to call on the Government to make certain policy decisions in order that the policy on refuse recycling and environmental protection can be implemented as soon as possible. Moreover, since the landfills in Hong Kong will soon be filled up, the Department should actively explore complementary measures in order to work out some supplementary methods to solve the problem. I would like to take this opportunity to appeal to the Legislative Councillors for their assistance in the formulation of certain legislative procedures and implementation policy at an early date.
Secondly, I would like to talk about the celebrations for the handover of Hong Kong in 1997. At present, the Council only, on request, provides venues to the Central Government for holding handover celebration activities. In fact, the Council should take the initiative in greeting the approach of 1997 by holding some cultural and entertainment celebrations so that members of the public will also have an equal chance to extend their welcome to this historical moment.
Thirdly, I wish to propose a new concept, that is, a children museum. This concept should be viewed from the children's angle and is designed to construct a children-oriented museum where children can get the idea of study and gain more knowledge of the things around them ranging from the easy to the difficult and from young to old. The children museum should cover such areas as history, geography, natural science, fine arts and music. This proposal is in line with the policy of the Urban Council. Through these studies, teachers, parents and children can be integrated into an environment which is conducive to the children's understanding of the complicated issues. Would it not be possible that Urban Council can make another remarkable achievement in the provision of its services upon the implementations of this new concept?
Fourthly, I would like to talk about the introduction of the Concept of Total Quality Management in the Urban Council. In the past, I have noticed that the policies of the Urban Council could be merely empty words if they were not implemented. The Concept of Total Quality Management, which will enable the Urban Council to stride towards the year of 2000, is a new development trend in the world. While the quality of the UC services should be improved incessantly,
