The Council's Itinerant Hawker Licence Deletion Policy Should be Reviewed

Mr. Chairman,

Introduction

The Urban Council in its last term of office has approved the policy of elimination of 3,396 itinerant hawker licences in the urban area by 1 April 1996. An itinerant hawker licence holder who voluntarily surrenders his licence prior to that date is given the options of an ex-gratia payment of $30,000 from the Urban Council, or tenancy of a fixed pitch, or stall in Urban Council markets.

According to the latest statistics from the Urban Services Department, a total of 1,657 itinerant hawker licences were surrendered between March 1993 and November 1995. The remaining 1,741 itinerant hawker licence holders however have been demanding for a renewal of licences for hawking which is their only livelihood. A number of street traders' associations, namely the Federation of Hong Kong, Kowloon and New Territories Hawkers Associations, the Hong Kong and Kowloon Merchants and Hawkers Association and the Association for Betterment of Licensed Hawkers have, on various occasions, petitioned to this Council, calling for a review of the above policy and urging us to follow the practice of the Regional Council and deal with the remaining itinerant hawker licences by natural attrition.

The Council is urged to show mercy

The request made by the licensed street traders' associations is, in my view, justified and legitimate. It is therefore absolutely necessary that this Council should conduct as early as possible a full review on the policy of elimination of itinerant hawker licences.
