HONG KONG URBAN COUNCIL

assess how many market stalls are lacking in each district, which districts need the construction of new markets and which markets need to be reconstructed. We will have the bargaining power to negotiate with the Government for allocation of land only after a long-term plan is formulated.

In order to prevent traders from storing their goods improperly, which would lead to poor environment and obstruction of passageways, yellow lines should be marked in each market restricting the space in which stall operators can store their goods. USD staff stationed at markets must strictly enforce the established policies and take actions against traders who place their goods outside the yellow line.

3. To tackle the problem mentioned in 2, the Department should convert some office space in the upper storeys of the markets as storage area for leasing to stall operators for temporary storage of goods. Then the traders do not have to pile up their goods in front of their stalls, which causes obstruction to themselves as well as other people.

The Hawker Control Force should treat the periphery of UC markets as focal points for raiding operations and prohibit illegal hawkers from competing with stall operators for business.

The Urban Services Department should complete the review on the staff complement for market management as soon as possible. There should be sufficient management staff in each market to carry out management duties so as to make sure that market passages will not be blocked and that loading and unloading areas will not be illegally occupied.

Air conditioning facilities should be installed in all markets as soon as possible to make our markets more attractive to customers and to provide a better environment for the traders.

We should liaise with the Architectural Services Department with a view to improving the maintenance of markets. Consideration may also be given to setting up our own maintenance team to take care of maintenance works in UC markets and recreational venues.

Finally, in order to improve the effectiveness of market management, we should no longer rely only on the unilateral mode of management in which the management officers take the supervisory role. Instead, we should adopt a bilateral mode. Traders should be invited to regular meetings with officers of the Department and Councillors to exchange views. I am glad that this concept has been put into practice recently and the Market Consultative Committee has been set up. However, personally I think this is only a starting point. In the long-run, we should continue to put in resources to set up a permanent establishment to provide supporting services to the operation of the Committee. This year, the Housing Department has set up an Estate Management Advisory Committee, and we can draw on their experience in the operation of the Committee. I hope that the Market Consultative Committee can finally help to build up a good relationship between the traders and the Department as partners who would identify together a good management plan.
