(3) Mr. Kam Nat-wai, Chairman of the Libraries Select Committee, moved the following motion:-

'RESOLVED that the Designation of Libraries (Urban Council Area) Order 1996 be made under Section 105K of the Public Health and Municipal Services Ordinance, Chapter 132.

He said (in Cantonese):- Mr. Chairman, As Chairman of the Libraries Select Committee, I rise to move the motion standing in my name:

'RESOLVED that the Designation of Libraries (Urban Council Area) Order 1996 be made under Section 105K of the Public Health and Municipal Services Ordinance, Cap. 132.*

The purposes of the Order are to terminate the Urban Council's management and control of the Tsz Wan Shan Public Library which has been closed following the handing over of the premises to the Housing Department for redevelopment.

Mr. Chairman, I so move.

(4) THE CHAIRMAN, URBAN COUNCIL moved the following motion:—

'THAT this Council endorse the Statement of Aims for 1996/97.'

He said (in Cantonese):—I rise to move the motion standing in my name:

"THAT this Council endorse the Statement of Aims for 1996/97,"

This is the first time I address the re-constituted and fully elected Council in the Annual Conventional Debate in the capacity of an elected Member. 1995 has been an eventful year for the Council: it has seen the implementation of Government's electoral reform resulting in changes in the composition of the majority of Urban Council Members. From the number of motions passed and questions raised in the Urban Council meetings since 1 April 1995, i.e. 15 motions and 46 questions, compared to an average 3 motions and 29 questions in the past 2 years for the same period, it is evident that our Councillors are more proactive and responsive towards the needs of the people. I believe that, with the mandate of the people they represent, the fully elected Council will reflect more effectively the needs of the community, take better care of their health and their environment and further enrich the quality of lives of all city dwellers in Hong Kong.

Unlike what I have done in the previous years, I shall speak on a number of major developments of the Council in my right of reply. Today, I confine myself
