CHAIRMAN (in Cantonese):—May I call the meeting to order.

CONFIRMATION OF THE MINUTES OF MEETING HELD ON 12 DECEMBER 1995

The minutes of the meeting held on 12 December 1995 were confirmed.

II PAPERS LAID

The following papers were laid:

Report to the Urban Council by the Secretary, Urban Council, for the month of December 1995.

III MOTIONS

(1) THE Chairman, Urban Council moved the following motion:

'THAT the Estimates of Revenue and Expenditure for 1996/97 and the list of works which the Council proposes to undertake during the next financial year be approved for transmission to the Governor in accordance with Section 39 of the Urban Council Ordinance.'

He said (in Cantonese):— 'THAT the Estimates of Revenue and Expenditure for 1996/97 and the list of works which the Council proposes to undertake during the financial year 1996/97 be approved for transmission to the Governor in accordance with Section 39 of the Urban Council Ordinance'.

I move the adoption of today's motion on the Urban Council's budget officially known as the 'Estimates of Revenue and Expenditure 1996/97', with the accompanying list of capital works for the 1996/97 financial year commencing on 1 April 1996.

The budget before Members is the sum total of all budget papers which have been agreed by the Council's respective relevant functional Select Committees and approved by Members of the Standing Committee of the Whole Council on 2 January 1996.

Based on current projections, the Council's finances look, at present, quite healthy with reserves expected to be approximately equal to 18 weeks' expenditure as at 31 March 1997.

The Chairman of the Finance Select Committee, Mr. Chiang Sai-cheong, will second this motion, and I shall therefore leave it to him to spell out some of the more salient figures contained in the budget.
