Mr. Joseph Lai CHI-KEONG (in Cantonese):—I support this motion. A good code of ethics for the staff is an asset to the USD. It can help to improve the public's confidence in our staff in discharging public duties. Also, I think the code of ethics for staff should include not only what the staff should do; it should also state clearly the disciplinary actions, such as circumstances leading to disciplinary or dismissal actions as well as dismissal procedures and the effects of dismissal on pension or provident fund. If everything is spelt out, the staff members should be all the more on the alert. I believe that a good code of ethics together with clear stipulations regarding disciplinary actions and dismissal procedures will have better effect than expecting the staff to exercise self-discipline. Of course, self-discipline is very important, but we cannot expect that each and every staff member exercises self-discipline. As we all know, most of the duties of the USD are carried out by the junior staff. Their salaries and fringe benefits are far lagging behind those of the private sector. In other words, in addition to good guidelines, we should also have a good system to implement their contents and procedures.
