Ms. Jennifer Chow Kit-Bing (in Cantonese):—I think it is the right time to have a comprehensive review and two angles should be adopted in the review. First, we should look at the problem from the angle of users. For the users, a market must be convenient, comfortable and able to meet their actual needs. We should also look at the problem from the angle of traders. For traders, the most important factor is improvement in operational efficiency which would enhance their stalls' viability and cost-effectiveness so that they need not hawk on-street and cause hawker problems.
As regards to facilities, there should be connecting passageways. Better shopping environment and atmosphere would enhance viability of the stalls. I go to markets very often so I understand what the housewives need. Most people think that the design and environment of the old markets are not desirable because of their dirtiness, lack of open design, difficulty in finding the wanted commodities and lack of air-conditioning. The housewives think that the most important thing for a market is that it should be conveniently located, and able to meet their actual needs, should have a clean environment and should be easy to find the commodities. Therefore an open design is preferred. They also hope that ancillary facilities such as children's recreation facilities can be provided for the convenience of mothers shopping in the market, as well as sport facilities and roof gardens. More parking spaces should also be provided for the convenience of shoppers and enhancement of the quality of life. With these remarks, I support the Chairman's motion.
Mr. Wong Kwok-Hing (in Cantonese):—Market service is the service most popularly used by the public since the provision of foodstuff is closely linked to our daily life.
The quality of market facilities will affect directly the management and service standard of our markets and hence the quality of people's lives and the image of the Urban Council to the public.
The U.C. market policy is out-dated. So the design and related facilities of the market cannot cater to, and are even out of line with, the increasing demand for improvement by the public. As a result, complaints and criticisms against market service are strong in terms of both intensity and quantity. Therefore we must conduct a comprehensive review on our market policy to enable our market facilities and design to catch up with the progress of our society and to improve the efficiency and quality of our market services. The review should concentrate on two areas. On the one hand, we should identify ways to improve the existing markets on a well-planned and step-by-step approach according to the urgency and
