raising the display platform, adopting the no-end partition wall design, separating the loading and unloading area and the market waste room from the main market, providing air conditioning for the cooked food centre as well as installation of water scrubber system for the markets' waste rooms, poultry stalls and kitchens. The Markets & Street Traders Select Committee and Market Sub-Committee are seeking new ideas on market design and management, which will be incorporated into the Statement of Aims for 1996/97. As for long-term objectives, the Markets & Street Traders Select Committee will publish a five-year plan delineating the future development plans of Urban Council's hawker management and market policy.
Mr. Chairman, with these remarks, I support the motion.
Mr. San Stephen Wong (in Cantonese):—A couple of days ago, I also wrote a speech in support of the Chairman's motion. But just now I received the Chairman's motion speech, and I found that the Chairman's speech is more substantial and it is obvious that the Chairman has done a lot of preparation. I therefore immediately amended my speech to focus it on management. However, the Vice-Chairman has raised this point too. So there is no other point that I wish to raise. Talking about management, no matter how good the market design is, poor management will give rise to a whole range of problems such as illegal extension of business. I am not going to repeat what has already been said.
Mr. Chairman, I support the motion.
MR. CHAN CHOI-HI (in Cantonese):—I wish to add two points. The first point is about market management. I am not going to repeat what several Members have talked about already. However, as what Mr. Joseph CHAN has mentioned, I think we need to have a human touch. The Chairman has touched upon this point in his motion speech, but it seems a bit inadequate. He only slightly pointed out that a market should be customer-oriented. If this requirement is valid, I would like to know how market management committees or market management advisory committees are set up. Are the local residents, market patrons and users represented in such committees? I think the set-up of such committees should not depend solely on the traders. This consultation procedure is very important. No matter how well a market is designed, all is useless if it has no patrons or if its management is poor.
The second point is about air-conditioning. I think no Members would object to this as a means of improving market facilities. But let me stress that when air-conditioning systems are installed in future, we must comply with environmental requirements. Internationally, air-conditioning systems which are more environmentally friendly, e.g., the system which less affects the ozone layer, are being used. At the same time, we should also pay attention to the energy effectiveness. Surely the electricity bill will be higher with air-conditioning, but the problem is how to use electricity properly. These are the two points that I want
