MR. LEE KWOK-KEUNG (in Cantonese):—I second the motion.
Chairman (in Cantonese):—Anyone wants to speak on the amended motion?
MR. CHAN YEUK-SUT (in Cantonese):—Although 'ventilation system' is added, the amended motion is not as encompassing as the original one. The 'design of Urban Council Markets' in the original motion is sufficient to cover all matters related to the design including air-conditioning. Mr. Chairman, I think the amended motion is not as good as the original one in that it is not as comprehensive. Judging by the logic of the amendment, not only ventilation and air-conditioning have to be included in the motion's wordings, all other points discussed in the Chairman's speech, namely location, accessibility, number of floors, front entrance, competitions outside markets, prominent signage, lighting system and the floor conditions, have to be included too. Adding ventilation and air-conditioning but omitting the other points will mean that the other aspects need not be dealt with. So we might as well add nothing.
Talking about air-conditioning, I don't see a need to separate the poultry stalls. A fish without fishing smell is no fish; a chicken without chicken smell is no chicken; and a crowd without odour is no crowd. By the same token, a market without such smells is no market. Customers wouldn't buy chicken if it doesn't smell like chicken. Air-conditioning with good ventilation is good enough. A chicken should have some chicken smell. Mr. Chairman, I support the original motion as it is better than the amended one.
CHAIRMAN (in Cantonese):—As mover of the original motion, I'll take this opportunity to respond to Members' speeches. If I have a suit tailor made, the suit will of course be complete with a jacket, zipper, buttons and everything. The amendment to the motion is superfluous, just like ordering a jacket and specifying that the jacket must have buttons, zippers, lining and pockets, etc. As Mr. Chan Yuk-sut mentioned earlier, my motion speech covers a total of 17 main points, including ventilation system, location, stall sizes, obstruction of passages and many others. If an amendment has to be made, it should cover everything and be rather lengthy. Singling out ventilation system without covering the other equally important issues will be tantamount to giving preferential treatment. This way of looking at things is not forward-looking, but regressive, short-sighted and narrow-minded. We should look at the problem from a macro perspective instead of only laying stress on the issue of design and ventilation. We shouldn't see things through a monocular, but from a wide angle. The original motion should not be amended to the effect of only looking at the ventilation problem, ignoring the other equally important issues. So I think such amendment is unnecessary. At the same time, I have to solemnly declare here that the speech was not prepared for me by the Department. I wrote and typed it myself in my own time and with my own hands after revising the text several times.
