Mr. Tim S. MANUEL CHAN (in Cantonese):—The information package is provided by the Tourist Association giving information on the various tourist spots. Can we negotiate with the Immigration Department to make sure that the visitors receive the information package before immigration clearance?
MR. CHAN YUEK-SUT (in Cantonese);—Yes, this is possible. This was done in the past and I don't know whether this measure has discontinued. I will take this matter up with the relevant Select Committee.
6. MR. TIM S. MANUEL CHAN asked the following question (in Cantonese):-- Since recently, the community has shown great concern over the whole licensing system of the Urban Services Department, and has also queried whether loopholes exist in the work of the Urban Council in monitoring the whole licensing process, therefore, regarding the duties and responsibilities of 'delegated members', I have the following questions:
(a) The Public Health Select Committee has appointed some Urban Council members as 'delegated members' to take turns on a monthly basis for approving matters related to licences, such as applications for transfer or renewal of licences. Please detail the functions and power of the 'delegated members' as well as the work procedures.
(b) As regards every licence application to be approved by 'delegated member', does the Urban Services Department:
(i) provide all the relevant records of inspection and prosecution?
(ii) provide information concerning the opinions or complaints of the police, Home Affairs Department and the residents?
(c) How many licence-related cases on average are approved by the duty 'delegated member' of the Public Health Select Committee each month? Please give statistics for the past 3 months.
(d) Will the Public Health Select Committee implement the decision made at the meeting in April 1995 to conduct a comprehensive review on the existing 'delegated member' system in October this year?

CHAN YUEK-SUT, CHAIRMAN OF THE Public Health Select Committee, replied as follows (in Cantonese):—This four-part question concerns the duties and responsibilities of the Delegated Members of the Public Health Select Committee, with particular reference to licensing matters, such as applications for transfer or renewal of licences. The first question enquires about the functions and powers as well as the working procedures.
The Urban Council, in exercise of its power under Section 36(1) of the Urban Council Ordinance, Cap. 101, delegates its powers to Members of the Public Health Select Committee to grant, refuse, suspend or cancel licences issued under the Public Health and Municipal Services Ordinance, Cap. 132 and its subsidiary legislation. The licences and permits are issued under the Commercial Bathhouses By-laws, Swimming Pools By-laws, Offensive Trades By-laws, Food Business By-
