before taking over the lands? If not, it may endanger the passive parks and may lead to a waste of money spent on them by the Department. I should be grateful if replies can be given to these 3 questions.
Ms Grace Au YUK-HAR (in Cantonese):—Mr. Chan's question concerns whether the Council has taken public safety into account. In this respect, I personally have seen some reports relating to examinations conducted by the Council before accepting the sites. The Department will not accept questionable or high risk venues which require immediate closure.
MR. TIM S. Manuel Chan (in Cantonese):—Ms. AU has not given a positive answer to this question. If the information is not available now, can I have a detailed reply in writing from the Department after the meeting?
Ms Grace Au Yuk-har (in Cantonese):—I believe this can be done. There are so many venues affected by slopes and each case is different. Detailed information can be provided to Mr. CHAN after the meeting.
Chairman (in Cantonese):—Maybe the Recreation Select Committee can discuss the matter in detail.
Mr. Joseph Lai Chi-keong (in Cantonese):—Mr. Chairman, I would like to make it clear that maintenance and preliminary works concerning slopes affecting U.C. venues are the responsibilities of A.S.D.. This report has pointed out clearly that the Urban Council does not have to bear additional expenses in this respect. Mr. Chairman, I hope you would convey this important message to the Members.

MISS ADA WONG YING-KAY asked the following question (in Cantonese):— On the construction of new facilities by the Urban Council, I have the following questions:
(a) In planning the construction of new facilities, how does the Urban Council consult the various divisions of the Urban Services Department and co-ordinate their needs for various facilities?
(b) Are optimising the use of land according to the plot ratio, providing diversified and comprehensive facilities and completing the project according to schedule the planning objectives of Urban Council facilities?
(c) According to the documents submitted to the Capital Works Select Committee in September 1995 (Committee Paper CAP/68/95), the works estimates of certain projects approved in 1994 have to be revised because of delay in commencement of the works. In this year, how many construction projects failed to meet the scheduled completion date? What are the reasons for the delay?
Mr. Wong King-Cheung, Chairman of the Capital Works Select Committee replied as follows (in Cantonese):—This question is related to the construction of
