My question is, have the Public Health and Recreation and Leisure Branches of the USD considered the feasibility of organising certain activities for the domestic helpers? Since the Urban Council and USD are responsible for running most of the leisure and recreational activities in Hong Kong, I wonder if they have tried to organise activities to attract domestic helpers so that we can relieve the problem.
MR. WONG KWOK-HING (in Cantonese): The answer is in the affirmative. I don't mind if the Chairman of the Recreation Select Committee also helps in giving a reply. For example, on 2 July 1995, there was an activity known as 'Participating in Cleaner Hong Kong' organised in Chater Garden. Representatives from the Filipino Consul General had been invited to attend, they had asked their compatriots to help to keep the area clean. The function was jointly organised by the UC and the RC, and received great support from Filipino communities. On that day, about 250 Filipinos helped in picking up refuse and rubbish. I hope that this kind of activities will continue to be organised so that the Filipino community and other nationals will exercise self-discipline to help out.

With regard to Mr. Chan's question, I think there is more of a culture and entertainment nature than a recreational nature, because the question originally related to the environment of areas near the UC Chambers, and the City Hall, and had nothing to do with recreational matters, so perhaps Ms. Ting can help out.
CHAIRMAN (in Cantonese): The recreational and cultural activities of the Urban Council are organized on an urban area wide basis; we do not target at the residents of a certain district alone. In fact, the activity mentioned by MR. WONG Kwok-hing was organised by the Public Health Select Committee for Filipinos and it was more of a cleaning nature than a recreational nature. Maybe it is because the events took place at recreational venues, that Mr. Chan made reference to the Recreation Select Committee. When we organise recreational activities, we do so on an urban area wide basis, but not for a certain kind of people in a certain district. So, I don't think Ms. TING has to respond.
MR. LAI CHI-KEONG (in Cantonese): I would like to follow-up on Mr. Fred Li's question. In the reply, we were told that 'additional staff will be deployed.' This reply, in fact, was most vague. As we all know, for the areas concerned, the litter bins have been spilling over without clearing. So I want to know, is there a team of officers stationed in the area who will remove the refuse immediately when the bins are full? Or will they clear the bins at regular intervals? Because this will keep the bins from spilling over. Or, Mr. Chairman, please allow me to ask a more specific question concerning the cleansing teams stationed in the area. Will they remove the refuse at regular intervals, say every hour, two hours or once the bins are full?
