QUESTIONS

I. MR. CHAN CHOI-HI asked the following question (in Cantonese):-There are media reports that poisonous plants are grown in parks of the Urban Council. Are the reports accurate? If so, I would like to ask:

(a) What proportion of plants are poisonous?

(b) What kind of plants and how poisonous are they? Please provide details.

(c) How are these poisonous plants distributed in Urban Council parks?

(d) How would the Council deal with the legal proceedings instituted either by those poisoned by these plants or by those of their families?

MR. RONNIE Wong Man-Chiu, Chairman of the Recreation Select Committee, replied as follows (in Cantonese):-This question refers to media reports concerning poisonous plants growing in Urban Council parks and raises a number of points such as the accuracy of these reports, what proportion of plants are poisonous, their toxic levels, their distribution and what the legal implications are. There are a limited number of poisonous plants in Urban Council parks. However, they make up only a small percentage of the total species planted.

In Urban Council parks, over one thousand different species of plants are planted and of this number only 5% are in the poisonous plants category, i.e. about 50 categories.

The species and degree of toxicity of plants vary considerably. Poisonous plants are grouped into two categories: (i) that of poison caused by contact such as the shrub Nerium Oleander (**); or (ii) poison caused by ingestion of seed or leaves from the tree Albizia Lebbek (AK). The two common chemical elements of plant poisons are either Hydrocyanic acid (prussic acid) or Oxalic acid. Poisonous plants are grown in Urban Council parks only after careful consideration and are generally located along roadside verges and along the fringes
