appreciate our programmes, it seems that we don't render much assistance. These people who look like able-bodied people are different from the physically handicapped or the blind. I hope that the UC can take the lead to achieve the objectives as set out in the White Paper, namely equal opportunities, full participation and a better future for all. The UC should take the lead to establish a better future so that those in need, especially the physically disabled, and the mentally handicapped can enjoy the municipal facilities.

Ms. Jennifer Chow Kit-bing (in Cantonese): I would like to make a short response. I am glad to know from Mr. Ronnie Wong that many programmes would be organised specially for the handicapped this year. The UC has already made a good start. We have done a lot but I think there are still areas for further improvement as our facilities and services cannot fully meet disabled.
Therefore, I hope that we can endorse a concrete proposal and that the Council and the Department can conduct a comprehensive review on the existing sports and recreational policies to identify areas for further improvement we must formulate long, short and medium term plans for relevant Select Committees to study and consider the needs of the disabled in order to fulfil the commitments of the 'White Paper on Rehabilitation'. We should make sure that the disabled can enjoy equal opportunity and be able to fully participate in all activities. With these remarks, I hope that Members can support my motion.

The short answer to this part is 'No'. Whether or not an establishment under application and the domestic section of the building use a common entrance or passageway is not per se a
