the disabled in designing the lay out of UC venues, to enable the disabled to use our venues as the able-bodied.
If the Department can implement my 3 suggestions, I am sure that the disabled can really take part in our activities and they will enjoy equal opportunities and full participation, as mentioned in the motion. I just hope that relevant Select Committees will take follow-up actions and gradually implement the policies contained in the motion so that we do not have empty promises.

MR. CHRISTOPHER CHUNG SHU-KUN (in Cantonese): In recent years, the Urban Council has already made a lot of improvements to its services for the disabled but they are limited to improvements to the facilities i.e. hardwares. This motion suggests a clear direction that the Council should make improvements to the services i.e. softwares. Now, I feel that this is worthy of our support because with the implementation of the motion, the disabled will enjoy equal opportunities to participate fully in our services.
Apart from Members' suggestions raised earlier, I believe that in formulating policies and preparing papers, the Department should include a section covering services for the disabled, for Members' consideration. I believe this will enable the disabled to enjoy full participation in services provided by the Council. So, apart from expressing my support to the proposal, I also hope that other Members will support it.
MR. LEE KWOK-KEUNG (in Cantonese): Chapter 9 of the White Paper on Rehabilitation released in May this year states that it is hoped that the disabled can benefit from sports, cultural and other activities services in order to develop their potential. I think that is very important and in fact, on the whole, there is an insufficient provision of services for the disabled. A meeting was held between the Association of the parents of disabled children and Recreation and Sports Officers of the Ngau Chi Wan Centre two months ago on the provision of UC services for the disabled. I find that the services for the disabled account for a very small percentage of the total services provided by the Council and these services are usually jointly organised with other voluntary organizations. The UC has not been taking the initiative to plan and provide services for the disabled. In view of the release of the 'White Paper on Rehabilitation' and the proposed motion, I think the Council should start to plan and provide more services for the disabled. Many disabled feel that they are neglected by society and it seems that the Urban Council is also neglecting them. So, I support the motion and urge the Council to formulate policies as soon as possible to meet the needs of the disabled.
