In future, I think the Council should continue to develop and sustain traditional arts. On the other hand, we should keep our finger on the pulse of the society to develop and promote diversified arts. After 100 years of exchange, Hong Kong has become a place featuring both Eastern and Western culture. In providing programmes, we should strike a balance between the East and the West. We should lead the trend, have a vision and provide programmes at international levels and give opportunities for local talents.

With a new policy and a 5-year plan, the activities and programmes supported by the Council will become more systematic, directional and of high quality. We will be able to effectively spend public funds and be accountable to the public. Besides, the Department would have a clear-cut guidelines and division of labour. The Council's future venues will be able to cope with social needs.

Mr. Chairman, I sincerely hope that Members can support my motion. As for the last part of motion which requests other Select Committees to review if similar plans on their respective purviews should be made, it will be introduced in detail by the seconder of this motion, Mr. Ambrose CHEUNG.

MR. AMBROSE CHEUNG WING-sum (in Cantonese):—Mr. Chairman, I would like to take a broader view in relation to Miss WONG's motion. The motion, if it is to be carried and implemented, enables us to clearly devise and define our role, increases our efficiency and makes us more accountable to the community. This can enhance our image and credibility in the eyes of the public. The above points are considered from a citizen's point of view. As mentioned by Miss WONG, the Urban Council has vast resources and every year we can spend up to $5 billion under our authority. Thus, we have to be accountable to the public. First, we have to let people understand what we are doing. Then, we have to let them know whether we are acting responsibly, whether we are doing our job in a systematic, efficient and effective way and whether we are making the best use of our resources. Lastly, we need to secure the confidence and support of the public.

In the past 5 years, I have been monitoring the work of the Urban Council. However, I found it difficult to provide satisfactory answers to queries raised by citizens on UC affairs. Miss WONG mentioned in her speech about the Statement of Aims of the various select committees. Some citizens told me that they had read our Statement of Aims. They took the Statement of Aims of the MST, which addressed in market and street trading matters, as an example and asked me a number of questions. They said that they had been told, according to the Statement of Aims, that the UC was supposed to ensure the effective management and operation of markets and to improve the operating conditions of the market. As far as street traders were concerned, the UC was supposed to reduce the scale of illegal hawkers on streets and to implement appropriate measures to reduce the nuisance caused by such traders.
