Mr. Lai HOK-LIM (in Cantonese):- I just want to clarify the point concerning Chapter of the Laws of Hong Kong. I believe this actually should include the Housing Department. Obviously, we may differ in the interpretation of the law. In fact, there is a provision in the Ordinance to the effect that there is a restriction of power, but it does not say that public housing estates are not within such restriction of power. Rental laws, for example, do not include housing estates and public housing estates are put in a different category. As far as the PHMS Ordinance is concerned, it has not included the Housing Department although some areas are considered not applicable. Members can make reference to this Ordinance. Since there is an amended motion, I hope that Members will agree to that and USD will follow up with the enforcement and also request the HD and HA to improve sanitary conditions.

The question on Mr. Tim S. Manuel CHAN's amended motion was put.

The motion was carried with 32 votes for (The Chairman did not vote).
